Regards hair "representation" - is it a valid request or fulfilled by packs?

I don’t believe we should have to buy packs to fulfill things that should be in the base game itself. I’m not a poc & it won’t affect my gameplay if I have more representation for poc or not but I believe everyone should feel represented in the sims game as long as it’s possible. If modders can do it what’s the gurus excuse? Same goes for gameplay depth. I shouldn’t have to buy packs to fulfill that need. Sims 2 , sims 3 had all of that in the base game itself. Sims 4 is the only one without real depth so far.
