The initial release schedule for EPs was spread throughout the week, with some countries getting it on Tuesday, while others had to wait until Thursday or maybe even Friday.
Then somewhere along the way, it was changed to the "midnight rolling release" on Friday.
And I think it was with Cottage Living that it was changed to the single global release time. Like it always has been for Game and Stuff packs.
Purely theoretically, that is the fairest method, but practically, you have to live in a time zone that gets the pack at a nice moment in the day - or you have to be a vampire.
