Rental lots weren't made for Sulani. That's why it's not working. Hopefully Maxis can update those to work in Sulani.
@catloverplayer, the problem is that in Sulani you are actually given the option to tag a lot as a rental lot (I've only just noticed this). This option only appears elsewhere in the vacation worlds, not in the regular worlds. I don't know whether this was done intentionally, or whether it is a glitch. If it was intentional, it does not work. The lot is not available for selection when you send your sims on vacation and, if you try to move them in, the game treats the lot like any other residential lot, with a purchase price. If it's a glitch, then it needs to be sorted out, because it's causing confusion.

@CrazyboutTheSims, the game will certainly let you change, for eg, a public lot to a residential lot, but making a lot residential won't allow your sims inside an empty house. They can visit the lot, as yours did, but they won't be able to use any of the buildings. There has to be someone occupying the house and that sim has to invite your sims in. If you want to create the illusion of a rental cottage, then, as suggested, you need to tag the lot as generic, or choose one of the other public lot options (I made mine a National Park).
