sims 4 CAW, how it gonna work
ok here a post trying to explain how really work a CAW in sims 4 and what is and what is not possible.
i'm creating this thread since look some peoples still don't know how the "worlds work in sims 4" here willow creek map

currently the sims 4 worlds are actually the neighborhoods, willow creeek is only a city "because maxis make it's look like it" but actually is not really a world when compared to sims 2 or sims 3
sims 4 use a different system from previous games, in order to make the game load "more soft" an less things they decided to make "small worlds" the neighborhoods and using a 2d simple map they make all the worlds looks like "attached" and part of the same place while they not really are.
this make the game more "soft" and be able to run on the potatoes machines

then that is why is hard to make a "create a world" in sims 4 because the world as peoples want don't exist in game each neighborhood is a sepparated file loaded in game, then what you can get is a "create a hood" tool, to create hoods, however again due to the very simpleton and limited way to make the "hoods" you actually don't have a real map of that what you have is a "fake" 2d map where the lots which you put in your hoods/worlds are loaded in that 2dmap, then the tool also gonna need allow you create a "fake 2d" map which can be made from dummies or 8 years old childs then in that map you put links to the "lots" if your created hoods.
is a little complicated but i will try to sound less complicated
how it's gonna work
step 1 - create the tiny worlds you want to be linked in the blanket map
that little maps will be saved in a paste with the name of the whole world something like:
directory paste willow creek
willow creek hood map 1
willow creek hood map 2
willow creek hood map 3
then you will create a 2d paintbrush map where you will pint point the position of each willow creek hood map on that map, then when you click in a hoood on that paintbrush map the "world will be loaded".
that is how a caw will be in sims 4 you not gonna be really creating a world like what peoples are asking but will be little worlds connected throught a paintbrush 2d map and no matter how you want the world looks "connected not gonna be possible unless you make bilboards which match exactly each hood look but since is a bilboard background if anyone edit the hood and change the houses then the background no more gonna match the in game look.
that is what peoples gonna get for a caw, unless "maxis" decide "cof, cof"(impossible) "expende more money and more work and redo the game maps" which we allready know is "too difficult and expensive".
