I don't have this problem. Maybe because before they finish eating I put something into the 'todo cue' which has the tendency to cancel out cleaning. Not all the times though. I also find, that when household get to be more than two Sims, the dishes start to 'pile' up and when my sims start to clean up, either autonomously or directed by me, they start the walkabout as I call it and collect all the dishes & glasses that their family and or housemate have tucked away somewhere in the houses. And my sims are finding dishes in strangest of places.
Edit: I also find that hiring the maid or butler 'teaches' a Sim not to clean up after him-/herself.
