As for using for safety, you can save a lot to your gallery but not share it. I personally don't think you should reshare something that you have uploaded for safekeeping, and instead, just save it to your library. It does say who the original creator was (at least in my experience when I have downloaded Sims, played them through and are saving the progressed household to my library) but ultimately, there won't be anyway to stop people from reuploading regardless of the reason. However, to say it's not the creator's content anymore is a really Big Brother way to look at it. We aren't owned by Maxis and neither are our creations. There is a difference to something being uploaded or shared through a system by a creator and complete ownership of something simply because you own the system. I'm sure those over at MTS don't claim they own all mods created and shared through their site, they simply host them. Apple doesn't have full ownership of the apps hosted on the app store, they still belong to the creator. Since this is a game that has a huge emphasis on creativity and encouraging creation sharing, looking at it like it the work no longer belongs to you is a negative way of seeing the situation.
I understand what you are saying, and yes, those that take other's work, without giving credit to original builder, isn't nice.

But, having said that, IF you actually read the EA/TOS about what you upload & share, your comment, that I highlighted, is technically wrong.
EA really does state that whatever you upload to share is for others to freely use...The "technicalities":
