When my photographer/hacker R2R Sim, Eva Knight first started out it was Winter. The seasons were set at 14 days long with rain, thunderstorms, snow, blizzards ticked on and weather affects ticked on for her as well.
She could only earn simoleans at first from taking photographs to sell and hacking on a computer at the library. Eventually she also acquired a small garden to supplement her funds. It took awhile for her to afford very much, so she slept on the couch at the gym or the library, took showers at the gym and stole food from townies in the parks. Once she had enough simoleans to buy a few things, I put down a roof piece and placed a door on it for shelter. The entire structure was free except for the door.
All she had inside at the beginning was a blow up mattress and a few of her selfies for decorations on the wall. Here's what it looked like from the outside:

I could've had her start with a tent, as others have mentioned and I usually do give my R2R Sims a tent when they can afford it, and some would perhaps consider using a roof piece for shelter cheating. But as @duhboy2u2 pointed out, when this challenge was created we didn't have Seasons so I feel any means possible to beat the weather should be allowed. It's just a matter of how challenging you want to make it for your Sim and yourself. :)
