I've always wanted a "world" map. If you don't own the specific pack that has the new area, I imagine the section would have clouds covering it; I don't want a grayed-out section with a lock that disrupts immersion and intrusively encourages the player to buy the DLC to expand the map.
The advantage of this world map is adding a sense of connectedness. For the next-gen Sims game, I hope each neighborhood (e.g Willow Creek) would be in 3D and explorable with a mouse like in Sims 2 and 3. But there would be a loading screen to travel between each neighborhood that is accessed interactively with a rabbit hole train station in each neighborhood. Additionally, I would love a time progression upon arriving in a different neighborhood.

I love the map. Also the idea of the clouds covering areas and then as you buy each new pack, an area gets unlocked.
A train station in each town would be good. As long as Sims can go up and buy tickets! Maybe even one train is playable, along the Orient Express theme. ?
