That's all I've seen (and I think it's from the patch, not the pack). I don't think I've been in the position to have the problem with lineages - I've only played the two Sims I created as spellcasters, and they levelled up as they should. Maybe it's their daughter who will have the problem? I'd agree that it's the sort of thing I'd classify as a major bug, since it would have a real effect on game play. However, a couple of bugs (I'm including the potions with no retail value, which the devs have confirmed - I don't play retail, so not a problem in my game), isn't what I would describe as a buggy mess.
Potions having no value is a joke, I don't even believe it's a bug, I believe it's by design.
Yes, their daughter will have the problem. It sometimes occurs for a mages with no lineage, but not for 100% of them. And now THIS is game breaking.
Potion of immortality doesn't work.
Teleportation works only occasionally (this bug is annoying as hell).
Magical clones become permanent.
New aspirations can't be completed by several types of sims.
And these are only major and game-breaking ones. I didn't include insignificant bugs like inability to clean potty by magic or inability to continue writing a book with a familiar being active.
The potions really are meant to have a value - the devs have tweeted as much.
No problems so far with Hayden, but she's only an acolyte.
I'd never notice the potion of immortality, since I don't want my Sims to live forever. I wouldn't say it's a game-breaker, though.
No issues with teleportation.
Clones aren't supposed to be permanent?
Both my Sims completed both aspirations. My guess is that problems with the aspirations are caused by the backsliding bug.
As for the potty, I assume you're talking about the toddler pot. It simply wasn't included, probably because they had kids and toddlers out of scope and didn't think about it. I'd call it a bug if 'scruberoo' were an option and didn't work, but otherwise, it only means that spellcasters can't spell their way out of everything. I haven't run into the writing bug, but it definitely shouldn't be happening, so yes, I'd call it a bug, and the cause and workaround - sending the familiar away - wouldn't be obvious.
Other than the backsliding, you have to do some very specific things to get these bugs. How many people are going to create an immortal Sim, and clones, and sell potions and write books with an active familiar? We're also assuming that all of these bugs are happening 100% across the board, and that's usually not the case. A lot depends on what other packs you have installed and yes - mods also cause issues. The main features of the pack work.
(By the way, my Sims are cleaning up books again. Must have been a routing issue.)
