I suspect it's a bit of both. For a few years now they've been working hard on *not* breaking CC, so at the Maxis end, they're probably looking for a fix. So far, what CC creators can do is a bit of a temporary fix. (See the info quoted on p. 1 about what to do in Sims 4 Studio.)
