CC hair Error: Cannot start because the required game data is missing or damaged

My game has been giving me the error: Cannot start because the required game data is missing or damaged any time I have any CC hair in my mods folder. I removed all the folders my mods folder and put them back one by one. Hair is the only one that caused it. Without Hair in there, but with everything else it still runs fine. And when it is just my hair folder in there I still get an error. So I don't believe that it is my hair CC interacting poorly with another mod.  I then tested the hair folder itself. I removed my CC by first letter. First took out all As. Still broken. Put As back and did Bs, still broken. So on and so forth through every letter and symbol. So then I tested my hair by creator, putting in just one creators CC at a time. Every single time it still gave me that error. So I tried just putting in one single random CC hair. Still broken. So for some reason any CC hair in my mods folder causes the game to be unable to start. My game was running fine with the first love struck update with CC hair in my mods and used on sims in my game. But since doing the second update I can't even open my game if any hair is in my mods. And based on my checking through my hair folder it isn't a specific CC it is literally any hair I put in. I tried clearing the localthumb cache but that didn't fix it, nor did repairing on EA app, nor putting my sims 4 folder on my desktop and allowing the game to generate a new sims 4 folder.

I play on PC, Game version: 1.108.335.1020, and I have every stuff pack/game pack/kit/ect offered except for the Batuu one.
