Kristopher Volkov can't use cursed bite interaction

So I used the "Ask to join household" interaction on Krisotpher Volkov to add him to my household. I am trying to get more werewolf points to give him some new abilities and I went to use the cursed bite interaction and it doesn't work. The action either doesn't que up at all or it does and then immediately cancels. I tested without mods and still had this issue. I repaired the game and that didn't work. It seems to be just him too because I tried playing as Rory and could do the cursed bite interaction just fine.
