Hi @MrsTomato1018 . The short answer is No. I don't know of any mod that allows you to set an age except at the start of an age range. DP has that functionality on his 'TODO' list but I don't think it is easy. If it was, there would probably be a mod to do it already.
For your twins you can either reset their ages back to the start as you stated or you can use MC to Flag the elder one not to age until the younger one catches up and then remove the flag. It sounds like you might prefer to go down the Flag route.
