Without checking in game I think these are the flags I can remember. It's done through the sim. I find them so handy being a bit of a control freak with my sims.
> bypass outfit cleaner
> never cull
> don't age
> no offspring
> freeze physique
> freeze motives
> freeze skills
> freeze career
> skill rate change
