Yes, they do - I have plenty of them in my saves. Sometimes it takes about a Sim day for them to start spawning.
Thanks for responding. I waited at a park for 2 days straight hoping to see one, and I've stalked my neighborhood for several Sim days hoping to see one. :\
It might be a game bug, I guess? I certainly don't think it's to do with MCCC. You have the most up-to-date version of the mod - 3.3.1.?
