I'm playing on ultra settings.
I took a look at this in both my main save where I play with mods and CC and in a vanilla test game with no mods or CC. I don't use CC windows, but I do use a bunch of CC curtains. In both saves, I had no problems seeing the curtains. game or CC, through the windows in either build or live mode. So, I could not replicate what you have happening.
But I don't have the windows or blinds I see in your pics. My gut feeling is that the issue is CC related. So, it could be either the CC windows or the CC curtains/blinds or a combination of the two causing it to happen. It could be that one or the other is causing a clipping issue preventing both from being seen. It could also be MOO related if you used MOO to place either the windows or curtains as well. The curtains you mentioned not showing next to the stairs could very well be MOO related as to get many curtains to place next to stairs or in stairwells, you have to use MOO. But, tbh, I just don't know.
Have you tried to replicate the problem in a vanilla save with no CC or mods present? If it doesn't happen in a mod/CC save, then that's a sign that it is CC related.

I just removed the CC blinds from my game that are in post #1 and some curtains and blinds are still not showing up in game when not as that household.

Just curious but which curtains and blinds are not showing up? Like I said earlier, I found no display issues with the game curtains when I tested. I didn't test all of them, but I did test a wide selection and I could see them through the windows when I visited the lot. I tested both with and without entering the lot. And I even zoomed around the zone looking at the other lots to see if I could see the curtains in those houses. I could see the curtains everywhere I looked.
One thing about CC that I have noticed is that sometimes, a CC item will affect the game item used as its base object in negative ways. And older CC items will do that if the game object used as its base was updated by the devs later on. In that case, the CC item can stop working at all or do weird things.
Have you tried looking creating a save with no CC or mods in it to see if you have the issue there?

The curtains turned out to be custom content related. I deleted all the CC windows and placed them again and the curtains showed up as they should on non played households!
