    Try the following

    - Close the game
    - Rename Documents\Electronic Arts\The Sims 4 to Documents\Electronic Arts\The Sims 4_Old
    - Repair the game
    - Start the game. All your content will be gone now as the game created a new folder. All your saves/.. is still in the old folder so not to worry. 
    - Start a new save game
    - Check if you still have the error
    - Report back with your results for further steps on how to get your stuff back.

    ok I did that and had new sim buy a vet clinic and got a customer and the panel looked like it should. I assume that would be the same whether doing it that way or at home like my sim was. 

    What do I do now to get my stuff back?

    See your other post. I guess you still had an outdated mod active (UI Cheat ?)

    Going to move this to the mod forum for now for further help with narrowing that down.

    I had removed the mod before updating and backing up my game. But I put it back in last night to fix some toddler milestones that won't achieve even though the toddler has the max skills. I did check the website for an update but it seems some mod makers don't have to do an mod update every time a game update is released. So I didn't think there would be harm in it. My bad I guess. Sorry to be so much trouble.
