I haven't encountered this issue for awhile now but the workaround worked last time I did. Let's not give up yet.
Try entering again in build mode and delete some higher valued item and do a replacement. For example, delete your current sofa and replace it with one of higher value. Perhaps some minimum dollar amount has to be reached for the workaround to kick in and establish a value for a furnished house but I don't know that to be fact. You can always put the house back to your original design once you can get it occupied.
It may not be necessary but if I was trying this I would also save the game after making the more major change, exit the game and delete localthumbcache.package file from the documents folder before restarting the game. Hopefully, this will solve the problem.

@Kibiiiariii Glad it worked! I just left the game and had tried the workaround again on an apt., successfully. I wanted to be sure myself the workaround was still functioning.
Glad I could help but credit for pointing me to what to do belongs to Crinrict. Her input pointed me in the right direction years ago 🙂 BTW, if you haven't clicked the "me too" button in the thread I linked, please do so. Since they've implemented the laundry list, it would be good to have a higher "me too" count on that thread so they are aware more simmers are interested in a fix for the issue.

So not sure what you use to play, I use my ps4, and I had to go into build mode save the lot or apt to my library then demolish it. After everything was gone including any terrain, I took the lot from my library and placed it back on the same lot. I saved the changes and my sims was able to buy the apt or house with the furniture. Hope this helps
