You can't move freely using the Option key on a surface.
Place the object on the surface then move the counter/table a few squares away from it's intended position. Now grab the object, hold down the Option key and move the object to where the counter/table originally was. This will keep the object at the counter/table height. Let go of the object and move the counter/table back into it's original location. You may need to repeat several times to get the correct placement for the object.
