In which world occur this problem? Are you living in a normal/tiny/taunted-house or in an apartment?

It happens in a few places, but currently I am playing in Sulani. No tiny homes, just regular lots.
Hahahaha @daikoyu is making sure you're not experiencing my bug report, lol.
Basically: If you play as a special lot (Haunted House, Tiny House) in Sulani or Evergreen Harbor, the Welcome Wagon is broken and NPCs show up daily at Welcome Wagon time to raid your home, use your coffee maker, etc. If it's just a regular residential lot in Sulani it's probably fine. (Did you get the Welcome Wagon event with the kava?) They show up, they use your stuff, they act like they live there, and they don't leave, although door locks did work for me. In my save, the Greenbergs showed up daily to sit in my garden at my picnic table chatting for 6 hours. They would also come over to make out on my front porch because we had the Free Love NAP.
It didn't occur to me because you said "at all hours" and this bug seems to happen daily and draw neighbor Sims to your lot.
