Resource.CFG file
So I was downloading some mods and they said to add that text to the resource.cfg file. So I opened the file in notepad to add the text and now the file is showing up as a notepad and its just called ...

Thank-you so much for the help!! I am going to do that right away. I might just skip those mods that ask to edit the resource file!

Okay so I did that and the file still comes up as a text file. Whenever I download the resource file it comes up as notepad now. But under type of file it does say CFG file. My mods still "seem" to work but is there any way to stop it from being a notepad file?
When I click on properties of "resource" it says
Type of file: CFG file (.cfg)
Opens with: Notepad
