sims can’t do anything & won’t start

i play on pc with mods and cc, latest version on steam.  

the bugs are two separate bugs, the cant do anything bug started first, and the wont start came from my attempted solution. 

after the life and death update/dlc, i played and my sims were unable to do anything, just stand there fully still. i’d tell them to go somewhere, they’d tpose for a second, and then they’d go back to standing doing nothing. after that, i updated a few mods to try and fix it and failed, and i stopped playing till fairies. 

upon returning to the sims again, i updated some of my my old mods and got back into the game. bug still existed, so i went to the list of broken/updated mod list and deleted those that were in my folder and considered broken. after i went through the whole list, i tried to get back into the game and it wouldn’t start. it just stays stuck on “running” and if i tell it yo stop it gets stuck on “stopping”. no idea what to do at this point honestly. i’ve considered scrapping my entire folder and starting again but i don’t remember where most of it came from and it is too large for me to even be willing to start over without yet another very long break from the game. any ideas help.
