I understand that version 2.28.3.2300 is currently the latest version available to my Xbox One.

However, another Xbox console in my household has already received a newer Sims 4 update, which confirms that a newer build exists.

This appears to be an Xbox One–specific rollout or certification delay, not a settings or account issue.

Can you please confirm whether the Xbox One version of the update has been delayed or not fully released yet?

Version 2.28 is the newest update for all platforms- PC, Mac, PlayStation and Xbox. If you're seeing 2.28, that means both your Xbox consoles are up to date with the latest game version.
