i reinstalled my sims 4 cats and dogs bundle and it says that its installed but then goes to a screen that says "copying add ons" it'll get halfway there and then start over again saying "copying add ons" it says the game is installed but wont go past the copying add ons screen, this is the first time i've had this issue and i dont know what to do. i rebooted the ps4 everything and still the same thing.

First, let's be sure your disk is free of any scratches or dirt. If it looks clean, we'll want to uninstall the content completely from your console. Once you've uninstalled it, please disconnect your console from the internet, and reinstall the game offline using the disk.
Once it's fully installed from the disk, go ahead and reconnect your console to your network, and you'll be prompted to install some online updates. Let me know if this sorts the issue for you!

Community ManagerAnother reason your console may get stuck here is if your hard-drive is almost full. I'd recommend clearing up some storage on your console to see if that helps as well.

Try deleting the game, reinserting your disc, and then waiting for your PS4 to go quiet (disc stops spinning). A lot of PS4 games will tell you they’re ready to play when in reality they aren't.
I use the above method to install all my games and have never had any issues. From what I can remember, The Sims 4 + Cats & Dogs took my PS4 about 30 mins to install. Hope this helps 🙂
