Have you tried bulldozing and replacing this lot?
hello! i have this issue too, to the point where i’ve had to just create a new save after having this legacy for years. i bulldozed and replaced the lot and it still comes up with the error code sadly… it has also lead to businesses not working at all anymore no matter what household it is :(
