It sounds like Cats & Dogs may not be installed if you're not seeing the content in-game.
You can check that by following these steps:
- Highlight the game on the dashboard
- Press the Options/Menu/Start button on the controller
- Select "Manage Games and Addons"
- Select "Install" on all the DLC you own for The Sims that you want installed
Once you've made sure everything is properly installed, let me know if you're seeing the content then!
