Is there a way to download the Sims 4 from my PS4 to my PC?

I was wondering if there is anyway I could gain access to the Sims 4, as I currently only have it on my PS4, on my PC without having to pay for it again? As I only have the game disk for it on my PS4, I'm not sure if there would be a way to play on both. I'd appreciate any help, and if this isn't possible I won't mind. Thank you, have a great day!
