Issues with missing items in sims 4

I am having a very similar issue. 

I play on PS5 and for me, it isn't a specific pack that's not loading, it's just random items. 

For example, I am missing about a half dozen terrain paints from random packs, including base game. All the mulch paints and flower paints are gone. I only have plain grass options, most of the dirt options, and about ten gravel and stone options. 

I am missing all double-fence-gates in Build mode except those for very short fences. 

I am missing random wall paints and floor paints. For example, all of the "rubber flooring" tiles are gone, i.e. gym mats etc. 

I am missing random items across all categories as well. Furniture, appliances, doors, almost everything from cottage living except the pet category and kitchen counters. 

I've reinstalled the game, reinstalled the packs, restarted everything, loaded my old PS4 save data, etc etc. 

It looks random across all categories. The last time I played was a couple of months ago so I don't know which one of the last few updates/changes triggered this, but the game was fine a few months ago. 

I don't have all the items I've used memorized so I don't know how widespread this is but on lots where I've previously used now-missing terrain paint it has been replaced with plain dirt.
