I have restored the license and everything. It says I need to rebuy it but it's already in my dlcs??? I also have some of the clothing and stuff already. Why should I have to rebuy a whole game pack when I literally JUST MADE A FAMILY in the apartments last month??? The clothing I can some what use and can't use at the same time. The world just completely is gone.

Which DLC specifically are you having issues with? Let's first try the following:
If your packs are still showing as unowned, please check the transaction history on your PlayStation account to verify that you're logging in with the same PSN that you had originally made the purchase on.
I've only ever had the one account, and it's the city living pack. I can go into my gallery and literally look at the families I've had in that specific pack which includes a family of mermaids and a single mother living with her mother as well and they owned a store so I'm visibly confused and upset cause I'm not purchasing it AGAIN.

City Living was previously offered with a PlayStation Plus membership, but that has since been replaced with Island Living instead. If you did not fully purchase City Living and were accessing that through your membership, you would need to purchase this pack.
Please look over your transaction history to verify how you were accessing City Living.
