@daintypeech  If you are getting that message, it's because there is already a foundation of the type you are trying to apply to the room. You can raise or lower the foundation by selecting a room and then clicking on the large arrow in the middle of the room and dragging it upwards or down. Any new room added to the existing house/foundation will have the foundation automatically applied to it.
