Did you adopt the cats through the agency or were they strays?

Adoption agency.
I just fixed it! I edited the cats in CAS to give them collars and then when I went back to the game and tried the cheat again, it worked.
So if anyone gets this issue themselves, the solution is to edit in CAS and then try the cheat code again!
