@AshleaNM-_- Can you please check to see that your console and game is completely up to date. Please check manually, the auto update on PS4 is not always reliable.
Make sure your game is up to date.
- Go to the PlayStation home screen.
- Highlight the game you're playing and press the Options button on your controller.
- Select "Check For Update" and install any updates that are available.
- Restart the Console completely.
Make sure your Console system software is up to date. PS4 has had two updates in December
- Select Settings at the top of the PlayStation home screen.
- Choose "System Software Update" and allow any system updates to install.
- Reboot your PlayStation 4.

@AshleaNM-_- Great! Have you fully shut down your console recently? Powered it off completely for several minutes or even the night? Several minutes is plenty but I power mine down at night every few days.
Is your console getting enough ventilation? Is it getting too hot?
Is your hard drive very full? Clearing some space can help all your games.

The only time it's ever really gotten too hot was during the summer when my room became a sauna 😂
And I have a 500gb drive that's between 1/2 - 3/4 full, but I'm constantly switching out the games I play so that always changes lol.
I honestly think adding some graphic settings in-game would make such an amazing difference in the amount of stuttering the game does, seeing as it acts like it would on PC when comparing high end specs to low end specs. I have watched videos of people playing on their PS4 Pros and it ran flawlessly. I'm just disappointed that I don't get the same smooth gameplay that they do. If it's some kind of bug, I hope it gets resolved, and if it's just a matter of cheapest PS4 to most expensive PS4, I hope there is a future update that adds in more variety in settings/options. @AshleaNM-_- my console has the same specs as yours. I do not have a pro, and it's getting fairly old at this point. I can absolutely tell this game was not made for console and is ported. There is a big difference in how the games ported and the games made for console behave, however I do not have unplayable lag or freezing. I can say I have one household in one save that is so laggy I can't play it. They live in Brindleton Bay and the delay and ai lag is unbelievably bad. I actually shared that save with the bug team. My current save is very old, I am almost done with the 26 gen achievement and I have not had the issues I had with that other save.
You said you haven't played in a long time, did you try uninstalling the game and then reinstalling it? A big pain, but sometimes it can correct any file errors that could be causing trouble in your game.
