Sims 4 cat and dog glitch

Question

Hi I play sims 4 cats and dogs on the Xbox and I set one of my pets up for adoption and the pet collector still isn’t here after waiting for a long time leaving me not being able to edit my house open my library &nbsp;or manage worlds and I don’t know what to do.

@vivianthompson&nbsp;Is it winter? If so, is there a blizzard happening? I have issues with NPCs showing up for jobs when it's bad weather. If it's not winter, have you tried exiting the game and restarting your console completely?
