Xbox Series S// newest expansion pack

Hi, i recently preordered businesses and hobbies expansion pack on my xbox and i’ve been waiting for it to be in my game. as i was in CAS i noticed i still don’t have any of the content in my game. this is extremely frustrating and disappointing. i feel like i’m the only one with this problem. 

the game is aware that i own it but every time i download it, it’s only 10MB. when i check back on the add ons on TS4 it asks me to “download to use”. i’m genuinely confused. i own it but i don’t own it? i payed the full price just to not use the expansion pack. does anyone know how to help??

i uninstalled all my packs and re-downloaded them and that’s about it, nothing has changed. my only thought process is that it’s constantly re-downloading the digital content for the expansion pack and not the expansion pack itself which explains why it’s apparently “10.9MB”.
