Current version of Monterey is 12.7.6, you should at least update to that in System Settings > General > Software Update and see if that helps with the issue. Is there a reason you're not updating your OS to the current one, Sequoia 15.3.1?
When you say households are gone, is this just specific households at the map screen or whole saves? Check your iCloud settings for missing user data - [READ FIRST] Saves, CC/Mods or Library items disappeared? iCloud issues | EA Forums - 10979712
