The game will only ever recognise your user data in Documents > Electronic Arts > The Sims 4. If it cannot find data there it will simply create another folder. If you want to store your user data on an external drive you have to create a symlink to it in the Documents folder. Just popping back in here to say I was able to get it fixed. My game was in two places instead of the external drive like before. I just had to reroute it back to the dive.
