Packs installed, but keep saying "restart to use" when I open Sims 4 to play

I finally bought Discover University and the Toddlers Stuff pack yesterday, and both have installed, but when I try to open the Sims, they both say "restart to use" when I hover over their icons, and the content does not appear in the game. I have tried repairing, uninstalling and reinstalling the game and all of my packs, deleting and reinstalling Origin, and removing my mods and CC, but nothing has worked so far. I have no idea what else to try
