sims cant travel

trying to catch up on the rewards quest and travel to the library but every time i travel the game freezes. this was happening before the newest update too but i held out on trying to fix it until now as i hoped it was a game issue that would be fixed with the update. 

ive removed my mods folder from the game entirely, have them all turned off, started a new save, everything i can think of really. when i go to travel i get to the loading screen and the plumbob disappears. no choice but to force quit the game. any ideas on anything else i can do to fix would be great :)
