I did both those things, and my game is still not working right. I'm thinking I just somehow broke my game irreparably haha.
In addition to what kreatora said, you may want to do a clean boot. Steps shown below:

The PC specs indeed seem good enough, however some of the programs might actually interfere with the game, which is best to start your computer without any unnecessary processes. Then, open Origin and Sims and see how it works.
