Build Mode Malfunction

Every time I go into build mode my items keeps cancelling before I place them. I repaired my packs, removed all mods, and tried it on a new save, but it keeps happening. I'm not sure how to fix this. It wont let me place any items and when I shift items already on the map it... kind of resets? Basically, it cancels out. 

 

Anyone know how to fix this?

    Also, I can't open my saved file, a new file, or anything. I'm on the menu, I click a world, and it resets back to the world select.
