06250107 Did you remove your Mods folder entirely? If not, please do that now, and test another new save. Disabling mods is not as effective, for whatever reason.
If that doesn't or didn't help, please look for a lastUIexception file in Documents > Electronic Arts > The Sims 4. I'd only like a new one, generated without mods or custom content. If you find one, open the file and delete the first line of text, then attach it to a reply here. Alternately, you can copy the text and paste it into a reply, but doing so sometimes causes this site's spam filter to flag the post.
Please also provide a dxdiag. Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop. From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.
