Kyndlerae​  What is making you download the base game: the EA App or Steam?  Are your EA and Steam accounts properly linked to each other?  The easiest way to tell is to try to sign into any EA site with your Steam credentials.  If you land in the correct EA account, they're linked.  If anything else happens, let me know what you see.
