munpeyj Try doing a clean uninstall and reinstall of the EA App using Revo Uninstaller (the free version is fine). Choose the Moderate scanning method when asked. Restart your computer, download a fresh copy of the App installer, and run it as an admin: right-click the download and select "Run as administrator."
If this doesn't help, please let me know where Sims 4 is installed, according to the EA App. You can see the location under Sims 4 > Manage > View properties.
