Can't fliter by packs in BB mode

All owned packs/items (C&D, R&L, BG, Cosy Gamer, Pastel Pop, Get to Work, Eco) show in BB mode when found through menus, but I cannot select a specific pack to filter by except base game. 

Have tried:

• clearing cache
• uninstalling and reinstalling packs
• moving out all mods

My next step is a full reinstall. Has anyone else had this issue? I've not seen anything about it online.
