Can't get gold in funerals

This has been a consistent issue for several months now. I have a goaled funeral, do all the tasks it gives, it will show 7/7 funeral activities completed, but the bar at the top will not be completely filled. Since there are no more activities populated, there's no way to fill the bar.

I was having this issue in a modded save file and figured it was cause by a mod. However, it still happened in that same save when I removed all the mods. So I started a fresh save file with no mods and the same thing happened. The max it will give is Bronze, I can't get any higher than that.
