can't make a univeristy housing or commons outside of brightchester?

I wanted to make a university dorm or housing in another world like Newcrest, but the lot selection for thay type or any university related lot type does not appear. Is it normal or is my game not w...

    Move your mods folder to the desktop and try without it. New, empty mods folder will be created and if the game will work properly without mods you can start testing all your scripts mods one by one to find the culprit.

I tried that, went directly into a emptly lot in newcrest and could not change it at all to any university housing.

I had checked the two conditions and there were no owner and was unhabited.

I went directly from the city map.

I also made an entierly new savefile and did the same thing.

Can mods intefier with this or is it just my game that won't work properly?
