cant purchase expansion packs on ea app and sims website

i cant purchase any expansion packs that i don't own from sims 4 i cant even preorder i don't understand what's the issue , i've restarted , updated ea app still same thing and also  on sims website i cant purchase, ive never had this issue before with purchasing packs
