Can't save lots to gallery or library.

I'd like to preface this by saying I don't have any mods or CC installed (boring I know). 

I've tried repairing the game via the EA App, restarting my laptop, and deleting previous saves to my library to clear space. I read that clearing cache can help but I can't find a cache folder under my Electronic Arts files. I'm able to download from the gallery and my library still, just not able to upload thing on there. I've had this issue for the last three years but thought that updates might fix it, which they didn't, and I stopped playing the game for about two years. Now that I've returned, this is a really frustrating problem.

I have quite a few expansion packs, so it could be an issue with those but as I said above, I've tried repairing the game and I don't know anyone else who has packs with this issue.

It's not coming up with a specific error code, just says 'there is an issue saving this lot to your library/to the gallery.'

I've contacted EA Support who said they'll get in touch with the technical team on my behalf and contact me with an update, but they also said it would  be worthwhile to post on the forum.
