While it certainly can have a number of causes, the two most common by far are conflicting software and an issue with certain newer high-end Intel processors. Your CPU is five years too old for the latter, which is why I wanted to be sure about the clean boot. Simply having Steam and the EA App open shouldn't cause this error, but other background services can.
Please try the clean boot again, in the new admin Windows account, with your computer offline if you can open the game that way (sometimes Steam doesn't allow it), and if it crashes, look for a new error in the Reliability Monitor. Click Windows key-R and enter "perfmon /rel" without quotes, and you'll see a chart of errors and updates with a column for each day. Today is on the right.
Look for an error that happened at exactly the time of your most recent Sims 4 crash. If you find one, double-click it to see more details, then copy that info and paste it into a reply here. If you don't see a new error, check back in an hour or so—the Reliability Monitor doesn't always update right away.
The idea is, I want to see whether the type of crash changes.

Hey puzzle,
Sorry for the delay, got back tracked with the holidays and getting back to work. I will make two replies since I don't know how to save and keep this info to the side for each time. This is the error I can see in the Reliability monitor (took me a while to find it, the command you gave to me doesnt bring up any sort of chart). At first I discovered that the asus armoury crate was crashing at the same time of me launching the game, and i have since removed it since i dont use any of that software. I did restart my pc after removing all files.
This error is what I get on the new admin account with a clean boot of ea background and steam only allowed.
