I had this issue with my Lenovo touchscreen laptop, after a lot of research and troubleshooting I found something that worked. I disabled HID compliant Pen.
Device Manager >Human Interface Device>HID compliant pen
I don't even have a pen for my touchscreen but turning this off made my mouse stop jumping around erratically. Good luck!

Thank you SOOOOOO so much. This worked! I had the same issue with my brand new Lenovo touchscreen laptop.
The only other issue is that it makes so much noise when I turn on the game but I guess it’s to prevent it from overheating.
